I carry a stock of the forms you will need to use to send to your local licensing authority. Applicants make the Personal Licence application to the licensing authority where they are resident. So, this may not be the same authority as where the licensed premises are located. You will always be registered with the licensing authority where you make the initial Personal Licence application.

If you have a Personal Licence, you can sell alcohol under a premises licence anywhere in England and Wales. You can also authorise someone else to sell alcohol under a premises licence. Anyone who does not have a Personal Licence has to be authorised to sell alcohol. If you have a Personal Licence, you do not need to be authorised.

You need a Personal Licence if you wish to become the Designated Premises Supervisor (DPS) at licensed premises. The DPS will be the person who has day-to-day control for running the premises. There is only one DPS at each premises, this is to ensure accountability. No matter how big or small the premises, there is only ever one DPS. Also, an individual can the DPS of more than one premises, provided the DPS can be in day-to-day control of both. So, quite simply, you cannot be the DPS of a pub in Bristol and say, an office licence in Birmingham. You would never be able to fulfil your obligations to both because of the distance between the two. If both premises are reasonably close to each other, then it would be possible to be the DPS of both. It makes sense doesn’t it?

There may be a number of Personal Licence holders working at one premises but there can only be one DPS. The DPS must be appointed by the premises licence holder. The premises licence holder can also be the DPS, but does not have to be. The DPS can be another personal, but s/he will always be a Personal Licence holder. Sounds confusing?
