A Personal Licence allows a person to authorise the sale or supply of alcohol. Premises that sell or supply alcohol need at least one Personal Licence holder named on the premises licence as a Designated Premises Supervisor (DPS). A DPS (does not have to be the premises licence holder) is responsible for the day to day running of the premises.

A Personal Licence authorises a specified person to supply alcohol or allow the supply of alcohol at a premises which has a valid premises licence. Personal Licences are needed to supervise the sale of alcohol in any premises – including pubs, off licences, restaurants and hotels.

There is no longer a requirement to renew your Personal LKicence. A change in the legislation means that the Personal Licence granted to you continues until it is revoked or surrendered. However, there is still a requirement to notify the issuing licensing authority of a change of name/address.

If you submit a valid Personal Licence application, and do not have any relevant offences, and have not forfeited a licence in the previous five years your application can not be refused. If you have relevant offences and the police object to the granting of your licence, you will have the chance to address the Licensing Sub-Committee in the first instance. Any decision made by the Licensing Sub-Committee may be appealed in a Magistrates’ Court.

In order to apply for a Personal Licence you must be over the age of 18 years and have obtained the Level 2 award for Personal Licence holders. A Personal Licence holder must notify the licensing authority every time they move house, change their name, or they are convicted of a relevant offence.

Personal Licences are “portable” between different premises throughout England and Wales and are valid indefinitely, allowing a Personal License holder to sell or authorise the sale of alcohol for consumption on or off any premises with a premises licence.
