The Licensing Act 2003 requires anyone who authorises the supply of alcohol for consumption on or off any licensed premises to hold a personal licence, except at club premises where a club premises certificate is in force or a temporary event notice has been given.
Personal licences permit a person to authorise the supply of alcohol at premises licensed for that purpose. Every premises where alcohol is sold (except under a temporary event notice) must also have a Designated Premises Supervisor (DPS), who must be the holder of a personal licence. A person giving a temporary event notice (TEN) may authorise the sale of alcohol under their notice and they will not need to hold a personal licence. Applicant who do not hold a personal licence may only give 5 TENs notice each year. A personal licence holder may give 50 TENs each year.
A Designated Premises Supervisor may not be required if a premises licence permits the sale of alcohol at a village hall or church hall. Quite simply the committee will fulfil this role.
There is no limit to the number of personal licence holders who may work at any one premises, although each individual may only hold one personal licence. I teach at many premises where every staff member is a personal licence holder. It is down to the decision of the premises licence holder. Although, it is clear that qualified staff at the premises demonstrate it is a professional operation.
