Each premises licenced to sell or supply alcohol must have a DPS (designated premises supervisor) named on the premises licence.

A DPS must hold a Personal Licence and they will be responsible for authorising the sale or supply of alcohol. It is not necessary for everyone who sells alcohol at licensed premises to hold a Personal Licence.

Before applying for a Personal Licence you need to obtain a relevant qualification to ensure you have a good understanding of the Licensing Act 2003 and the responsibilities involved when selling alcohol. I deliver the Highfield one-day Personal Licence course, which is recognised by all licensing authorities in England and Wales.

You can also choose to become a Personal Licence holder if you want to apply for more than five temporary event notices in one calendar year.

If charged with a relevant offence under Schedule 4 of the Licensing Act 2003, Personal Licence must notify the Court that they hold a Personal Licence, before the end of their first appearance in a Magistrates’ Court in connection with the offence.

A Personal Licence is required for induviduals who may be engaged in making and authorising the sale or supply of alcohol.  Not every person retailing alcohol at premises licensed for that purpose will need a Personal Licence, but every sale or supply of alcohol must be at least authorised by such a Personal Licence holder. 

The licence will be issued without an expiry date and remains for the life of the person. The licence remains permanently valid due to the passing of the Deregulation Act 2015.

You have a duty to notify the issuing licensing authority of any change of name or address. You should return both the photocard and paper counterpart of the Personal Licence for amendment, with the new details. There is a statutory fee for the re-issue of the licence which is currently £10.50.

Licensing authorities are now under a duty to undertake immigration checks on all applicants for Personal Licences.  Applicants are, therefore, required to produce copies of prescribed document to prove their immigration and right to work status. The simplest way to do this is to include a photocopy of your passport when making a Personal Licence application.

Whilst licensing authorities are able to grant Personal Licences to persons who are subject to immigration control and only have limited time to remain in the UK, their licence will be invalid when their permission to be in the UK comes to an end.  An application made by someone who is disqualified by reason of their immigration status, is invalid and must be rejected.
