A premises that is licensed to sell alcohol must have a Designated Premises Supervisor (DPS). To become a DPS, you will need a Personal Licence. I teach the Highfield one-day Personal Licence course. Those who pass the end of course exam will receive a certificate do demonstrate that they have attended an approved course and have passed the 40 question multi-choice exam.
If the DPS changes from the person named on the licence then you will need to apply to vary the licence to change the person who is named. The DPS is a person who is named on the premises licence for a venue that sells alcohol. They are responsible for authorising the sale of alcohol. The application can only be made by the premises licence holder, or an agent on behalf of the licence holder.
You must also get the person being named as the DPS to complete the consent form, which you will need to upload when submitting the application through the Gov.uk. portal of your local authority.
A Personal Licence is issued by the local council for the area where you live. Remember, your premises may be in a different authority and as a consequence will be licensed (premises licence) by that authority.
The DPS is the individual who is in day-to-day control at the premises. Each licensed premises only has one DPS. No matter how small or large the premises, there is only one DPS. This rule ensures that there is a single point of contact for the responsible authorities, such as the police, trading standards, environmental health etc. Also, this ensures accountability.
