A Personal Licence allows an individual to sell or authorise the sale of alcohol in accordance with the time and conditions stated on a premises. Applicants can only hold one Personal Licence, which now has no expiry date and remains with that person if they move premises. A Personal Licence issued by the local authority where the applicant lives.

A Designated Premises Supervisor is the individual who holds a valid Personal Licence and is named on a premises licence which authorises the sale by retail of alcohol.

A Personal Licence allows an individual to authorise the sale or supply of alcohol. Alcohol-serving premises (with the exception of premises that hold a Club Premises Certificate) need at least one Personal Licence holder; one of whom will be named on the Premises Licence as the designated Premises Supervisor. Every sale of alcohol under the Premises Licence must be authorised by the Designated Premises Supervisor, or by another person who holds a Personal Licence.

The benefit of holding a Personal Licence is that it allows for the movement of Personal Licence holders from one premises to another, allowing greater flexibility.

To apply for a Personal Licence, applicants must complete and submit application including the following:

  • Relevant application form
  • Disclosure of Convictions and Declaration form
  • Original certificate of the accredited licensing qualification, I deliver the Highfield course, which is recognised by all licensing authorities in England and Wales.
  • Criminal conviction certificate, the DBS certificate. 
  • Please note that the date of issue of the certificate must be within one calendar month of the date of the Licensing Authority receiving the application. 
  • Prescribed fee
  • 2 passport type photographs, one of which must be endorsed by a solicitor, notary, person of standing in the community or any professionally qualified person with a statement verifying that the photograph is a true likeness of the applicant
  • Proof of right to work and live in the UK. A copy of a passport will be fine for this.
