Anyone responsible for selling or authorising the sale of alcohol needs a Personal Licence. A Personal Licence issued in England or Wales can be used anywhere in in both countries. It has no expiry date but does have some conditions. You must apply to the local council in the area in which you live. You can only hold one Personal Licence at a time. The Personal Licence is designed to ensure that anybody running or managing a business that sells or supplies alcohol will do so in a professional fashion. Once you receive your Personal Licence, you can act as the Designated Premises Supervisor for any business that sells or supplies alcohol.

The Immigration Act 2016 requires any person living in the UK to prove they have a right to work in the UK at the time of applying for a Personal Licence. All applicants are required to provide proof of their right to work as part of the application process. Information on the types of documents that are acceptable can be found on the application forms below. Clear copies of these documents will be sufficient. Where an applicant has a restricted right to work in the UK, the Personal Licence will expire when the right to work in the UK expires.

All Criminal Record searches are only valid for one month from the date of their issue. If it is not submitted within that timeframe they cannot be accepted and you will be asked by licensing to obtain another.

If you have relevant convictions the police have to be informed of them and they have the right under the Act to make a formal objection, on the grounds of ‘prevention of crime and disorder’, to you being granted a Personal Licence. If this happens then the licensing committee of the council will determine your application.

The law regarding Personal Licences was changed in 2015. The result of this change was that all new and existing Personal Licences no longer need to be renewed. If you hold a Personal Licence with an expiry date, you do not need to worry, as all enforcement agencies are aware of this change and this expiry date will simply be ignored.
