A Personal Licence authorises an individual person to supply alcohol or allow the supply of alcohol at a premises which has a valid premise licence.

Personal Licences are needed to supervise the sale of alcohol in any licensed premises – including pubs, off licences, restaurants, hotels, supermarkets, wine bars and convenience stores.

A Personal Licence authorises the holder to supply alcohol or authorise the supply of alcohol in accordance with a premises licence. A Personal Licence is a requirement for any person wishing to become the designated premises supervisor (DPS) of a premises licensed to sell alcohol.

The sale and supply of alcohol carries with it a greater responsibility than other licensable activities. This is why sales of alcohol may not be made under a premises licence unless there is a DPS in respect of the premises, who must hold a Personal Licence and must authorise, verbally in person, or in writing, the sale of alcohol. The only exception is for those community premises which have successfully applied to remove the DPS requirement

A Personal Licence is obtained from the licensing authority where the applicant lives. This may not necessarily be the same licensing authority as the premises licence.

To obtain a Personal Licence, you will need:

  • A valid criminal conviction check, the DBS certificate
  • The appropriate fee (£37)
  • Two passport sized colour photographs and the relevant licensing qualification and a photo declaration form
  • Personal Licence application form
  • Criminal disclosure form
  • Evidence that you have the right to work in the UK

The Police can object to the granting of a Personal Licence in certain circumstances. They must give the licensing authority an objection notice within 14 days of the application being received. A hearing must then be held within 20 working days beginning the day after the 14 day period. Your Personal Licence application will then be decided by the licensing committee at a hearing.

Call me, Johnny Walker on 07970 134 730 and I’ll explain how to gain a Personal Licence in Pontypool without all the fuss and faff. Cheers.
