You or a member of your staff must hold a personal licence if you sell alcohol from a licensed premises, so that every sale or supply of alcohol is authorised by a personal licence holder.
Licensed premises include any premises allowed to sell alcohol under a premises licence or club premises certificate. You don’t need a personal licence to sell alcohol under a temporary events notice or to be employed in a pub or other business that sells alcohol.
A personal licence allows the holder to authorise sales of alcohol at a licensed premises and to be named as the Designated Premises Supervisor on a premises licence.
Once you receive your personal licence, you can act as the designated premises supervisor for any business that sells or supplies alcohol.
The Deregulation Act 2015 means that personal licences no longer need to be renewed. The licence will continue until it’s either surrendered or revoked and the expiry date no longer applies.
A personal licence is needed by anyone intending to supervise the sale of alcohol in any premises, including pubs, off licences, restaurants and hotels but not including private members clubs. The holder of a personal licence is authorised to sell alcohol anywhere in England and Wales, at premises that have a valid premises licence.
An applicant for a licence must apply to the council where they live. To be eligible for a personal licence you must fulfil the following criteria:
- be aged 18 years or over
- not have forfeited a personal licence in the last five years
- not been convicted of any relevant offence or foreign offence
- possess an accredited qualification (I deliver the Highfield award)
Applications must be submitted on the prescribed form with the disclosure of convictions declaration and be accompanied by the following:
- your licensing qualification
- two colour passport photographs, one signed on the back by a professional
- recent criminal records bureau check, not more than one month old
- fee for the licence (£37) Usually, you can pay on line
- copy of identification (e.g. passport, resident permit)
