THORNBURY PERSONAL LICENCE COURSE 07970 134 730

I teach the Highfield Level 2 Personal Licence course in Thornbury, to individuals or groups. I come to your premises and deliver the course and exam all in one day. My students have a 99% exam pass rate. I have taught this course for many years and you will be in safe hands. During the training day, we will complete the application form in readiness for the Personal Licence application to your local licensing authority. Do not apply for your criminal disclosure certificate until we have met. I will explain what to do when you telephone me.

A Personal Licence is required by anyone selling or authorising the sale of alcohol from a Licensed Premises in Thornbury. All Licensed Premises must have an allocated Personal Licence Holder, known as the Designated Premises Supervisor (DPS). To obtain a Personal Licence; applicants must be 18 years of age or above and will the following:

  • Level 2 Award for Personal Licence Holders Qualification Certificate
  • Application form
  • Criminal disclosure form
  • Disclosure and Barring Service certificate
  • Two passport-size photos
  • Proof of right to work in the UK
  • Application fee – £37

All of the above must be submitted to the licensing authority, where the applicant lives.

The police can object to your application if you have been convicted of a relevant offence under Schedule 4 of the Licensing Act 2003 or a foreign conviction. The Police must make an objection within 14 days of receiving the application. If the police make an objection a hearing must be held to consider your application. If the Licensing Authority sub-committee rejects your application for a Personal Licence you have right of appeal to the magistrates court within 21 days of being notified of the decision.

Don’t forget, applicants wishing to apply for a Personal Licence must apply to the local council in which they live though they are permitted to use the Licence throughout England and Wales and not restricted to any one premises.

Following the Deregulation Act 2015, you do not need to renew a Personal Licence. It will carry on indefinitely until such time that it is either surrendered or revoked.

The expiry date, on licences provided prior to 1 April 2015, no longer apply. 

If you choose to update your Personal Licence, either due to change of name, address, or photo; you will be provided with a new card without an expiry date.

You will need to supply the original issuing licensing authority with:

  • Application form providing your full name, address, and photo.
  • Your existing licence or an explanation as to why it cannot be returned.
  • The £10.50 administration fee.
