A Personal Licence authorises a person to supply alcohol or allow the supply of alcohol at a premises which has a valid premises licence under the Licensing Act 2003.

Personal Licences are needed to supervise the sale of alcohol in any premises, including pubs, off licences, shops, bars, restaurants and hotels.

You or a member of your staff must hold a Personal Licence if you sell alcohol from licensed premises, so that every sale or supply of alcohol is authorised by a Personal Licence holder.

A Personal Licence holder can act as the Designated Premises Supervisor for any business that sells or supplies alcohol.

‘Licensed premises’ include any premises allowed to sell alcohol under a premises licence or club premises certificate. You do not need a Personal Licence to sell alcohol under a temporary events notice or to be employed in a pub or other business that sells alcohol.

The Personal Licence is ‘portable’ and will allow the licence holder to work in any premises in England or Wales holding a valid premises licence which permits the supply of alcohol.

A Personal Licence consists of a durable credit card style permit stating your name, address, licence details and photograph and a paper counterpart document stating your name, address, licence details and any relevant or foreign unspent convictions.

If you change your name or address you must inform the licensing authority that issued the Personal Licence. You must return your Personal Licence and pay a fee of £10.50. The licensing authority will issue an amended licence.

If you are charged with a relevant offence you must inform the court immediately that you are a Personal Licence holder. If you are subsequently convicted you will have to inform the licensing authority and return your Personal Licence so that the offence can be endorsed on it.

In order to apply for a Personal Licence, you must be over 18 and have the level 2 award for Personal Licence holders or the National Certificate of Personal Licence holders. I deliver the Highfield Personal Licence Holder’s course.

A Personal Licence holder must notify the Licensing Authority every time they move house, change their name, or they are convicted of a relevant offence. Failure to do so is an offence under the Licensing Act 2003 and subject to a fine, not exceeding £500.

From 1 April 2015 it is no longer necessary to renew a Personal Licence. Section 115 of the Licensing Act 2003 has been amended by section 69 of the Deregulation Act 2015, removing the requirement to renew Personal Licences.
