To be granted a premises licence, you will need to complete a detailed application form. This can be found by Googling Premises Licence application (then add the name of your local authority).
This is a complicated matter that requires attention to details and an understanding of the sequence of events that your need to comply with, in the correct order, at the correct time.
Can you make an application yourself? Yes of course, but do yourself a favour, first read your local licensing authority’s Licensing Policy. This is a lengthy document
(Google this) which sets out the requirement that your local licensing authority expect of an applicant. Further, it would also be a good idea to read the Government’s guide to the Licensing Act 2003. (Google section 182 Licensing Act Guidance). This document is also lengthy, but gives you an overview of premises licensing in reasonably plain english.

The sale by retail of alcohol, the provision of regulated entertainment and the provision of late night refreshments require a premises licence.
A premises licence is required for the following premises:
- Pubs and night-clubs
- Convenience stores that sell alcohol
- Off licences and shops selling alcohol
- Supermarkets selling alcohol
- Restaurants serving alcohol
- Businesses selling hot food and drinks from 23:00 hours to 05:00 hours
- Hotels, guest houses and other places that sell alcohol
- Theatres that sell alcohol
- Cinemas that sell alcohol
- Venues with indoor sporting events over 1000 spectators
Charities, a proprietor of educational establishments, health service bodies and a chief officer of police can also apply for a premises licence. Generally, if you want to sell alcohol on a permanent basis, you will need a premises licence. To obtain a premises licence, you will need to nominate one individual to become the Designated Premises Supervisor. This person will need to be a Personal Licence holder.
