A Personal Licence allows you to authorise the sale or supply of alcohol in a venue which has a premises licence. A Personal Licence alone is not sufficient to authorise the sale of alcohol, you need the premises licence as well. A Personal Licence holder may give consent to become a Designated Premises Supervisor (DPS) for a licensed premises.
Personal Licences are issued by the local authority where a person lives and since 6 April 2015 has no expiry date. Personal Licence holders can notify up to 50 Temporary Event Notices (TENS) in each calendar year. By the way, any adult can up to five TENS in every calendar year without holding a Personal Licence. This enables charities, schools and colleges to undertake licensable activities by using a TEN.
Before applying for a Personal Licence a recognised qualification must be achieved. I deliver the Highfield Level 2 one-day course, this is recognised by all licensing authorities and police forces in England and Wales. The aim of this is to ensure that Personal Licence holders are aware of licensing law and the wider social responsibilities attached to the sales of alcohol. Your right to work will be checked as part of your Personal Licence application and this could involve checking your immigration status with the Home Office.
On the day of training, we will complete the Personal Licence application form in readiness for your application to the licensing authority where you reside. The course will prepare you for the exam and also for operating a licensed premises.
Here is a link to the primary legislation, the Licensing Act 2003, that controls licensing in England and Wales.
