Sales of alcohol may not be made under a premises licence unless there is a Designated Premises Supervisor (DPS) in respect of the premises, who must hold a Personal Licence; and every sale must be made or authorised by a Personal Licence holder.
A Personal Licence is required to supervise the sale of alcohol in any premises.
A Personal Licence holder may be eligible to be named as the Designated Premises Supervisor on a premises licence which is required for all premises involved in licensable activities.
Applicants wishing to apply for a Personal Licence must apply to the local council in which they live, although they are permitted to use the Personal Licence throughout the England and Wales. A Personal Licence is not restricted to any one premises.. The licence is valid indefinitely.
A Personal Licence is needed by anyone intending to supervise the sale of alcohol in any premises, including pubs, off licences, restaurants and hotels but not including private members’ clubs. A Personal Licence is valid for life, unless surrendered, revoked or suspended.
Applications must be submitted on the prescribed form with the disclosure of convictions declaration and be accompanied by the following:
- your licensing qualification
- two colour passport photographs, one signed on the back by a professional
- recent criminal records bureau check, not more than one month old (£18)
- fee for the licence £37 Payable to your local licensing authority
- copy of identification (e.g. passport, resident permit)
Once you receive your Personal Licence, you can act as the designated premises supervisor for any business that sells or supplies alcohol. Only the premises licence holder can vary the DPS.
The Deregulation Act 2015 means that Personal Licences no longer need to be renewed. The Personal Licence will continue and any expiry date can be ignored. If you change your name or home address, you will need to notify the local authority which issued your Personal Licence.
